Yes, it can close flat, but because of the back vertical resting a ten degree angle is seen when closed.

how wide is the anti-slip middle bar? i see that it is 0.78" tall but it doesn't mention the width.

5.5" wide, height is 1" according to my tape measure. This thing is heavier than some others, but it works fantastically!
