A: It won't be flat...and it would take a higher temp...
I can't give a 100 percent yes. Only a high possibility.

**Q: Does this work as a bottom layer well?**
A: No, you don't want to layer over glitter.

**Q: Do I peel the plastic layer before ironing?**
A: No that is the carrier sheet and you iron on then peel off. Some you peel off warm some cold.  Sister lists all the htv and heat instructions on there website.  I hope this helps.
