Should these fins be sized by the dive boot size or shoe sizes in the us? I wear a 10.5 in us shoe but only wear a 9 to 10 in dive boots 2mm

I wear a size 10 shoe, a size 9 dive boot (which is snug but fits better than a 10), and large Seawing Novas and they fit perfect. Loose enough to slip on easy in the water but tight enough that they stay secure and comfortable.
