If i supply 24v vs 12v would light output be greater?

You can indeed. 10-30 volts is fine. They won't be brighter however... almost all leds Will will run 10-30v

I'm asking on the 25" light bar 162W . if anybody knows if the brackets move in and out to adjust to the mounting holes on a BullBar

I mounted mine on a bull bar on my Durango. I however already used a previously mounted KC 3" light mounts that I had purchased off of Amazon. It mounted just perfect.

I have pre existing mounting holes at 18 1/2" on center will this adjust wide enough to mount in them?

Yes, the mounts adjust horizontally to any location. However, given this is only 25" long, you will only be able to use two of the mounts. I can not comment if that is sufficient.

Does it come with all the wiring harness and on/off switch?

No, it comes with the light bar and mounting hardware only.
