These definitely are not made in the us, sizez are not uniform, bags are to large for the zipper, to be forewarned is to be forearmed, sloppy product

Did you get 4 bags? I would request a return for the item for not being as described and purchase from a seller that has the complete set. They have to refund your order if you request it and they should have sent you the correct items as listed... Us and other sellers sell these and the come as a set with all colors shown. But we can't sell ours as cheap unfortunately. Good luck!

Are these bags water proof or water resistant?

No, I would say they probably are not waterproof. The tool bags are made of a sturdy canvas, and as far as I can tell the material has not been treated with a waterproofer. They might be slightly splash-proof as the fabric is quite thick, but certainly not water resistant. I could pop one of mine under a tap and see what happens - I'll let you know. Hope that helps!

I haven't had an issue with the colors bleeding, but then again I try not to get them wet. They have worked out very well as tool and small parts pouches.
