Do youself a favor and liquid wrench the 8 nuts that hold on the bumper. Let sit for a while and grab a breaker bar and 18MM socket and short extension to bust free. Way easier to install with bumper removed and on a bench. You'll need to pop the plastic shielding on the bottom and the plastic cover in between bumper and grill by removing the push pins.
