Yes the difference is the degreaser will break down oil and grease . To make it easier for you to clean it. While the normal cleaner will not break down the grease and oil.

can it be used on painted kitchen cabinets?

No it is a concentrated degreaser. If you use on painted cabinets it may damage the paint. I use it only on stainless steel kitchen fan and the stainless steel barbequer.
