What are the Mixing instructions?

It’s an 80/20 mix so 80 percent water 20 percent powder. It recommends 10 percent but in the use instructions(search “Timbor Label”) it considers the powder formulation and the air that much of it consists of. Depending on the size of your nozzle you can use a stronger solution. I’ve also applied the powder directly to moist wood and have had good results. Hope that helps!

How many sq ft is this 1.5# bag intended to cover?

Lazy R.,  It's not an exact science but if you refer to the label, you'll learn you should mix Timbor at the rate of 1.0 lb per gallon of water. So a 1.5 lb bag would mix with 1.5 gallons of water.  As for coverage; the label goes on to say that 5 gallons of mixed solution can treat approximately 1000 sq/ft. That means 1 gallon of mixed Timbor will be able to treat 200 sq/ft; 1.5 gallons of mixed solution will be able to treat 300 sq/ft.JonathanCustomer CareU-Spray Bugspraywww.bugspray.com

If I spray twice at 10% solution how much time between spraying?

I'm not sure this will help, but I sprayed a lot of pine, oak, and popular after having it sawn into one inch planks before snickering it. I sprayed as best as I could a couple years later. This was done 12 years ago and the wood still looks good with no borers.
  The tim-bor should have some directions on it as well to help you out.
 If you are using it to protect wood while it dries out, be sure to treat the ends of the boards with anchor seal to prevent splitting.
