Q: Is this a good brand for ocean swimming that won’t attract sharks?

In the ocean, you'll be fine. It's the land sharks that are the true threat.... cleverest species of them all.

Q: Do these have a mesh liner?

Yes, it does have mesh liner inside. but to me, very uncomfortable. So I cut it away since I've already my boxer. Don't need the mesh liner.

Q: Where is the size chart? You would think they would post a chart?

There is a size chart and it’s true to size. If I recall the chart showed: 32-34=M, 36-38=L, 40-42=XL,

Q: What does the "Plus" mean?

It means that if you are up to 330lbs it will fit well. Also im 52 waist. :)
