I spritz it on my dry hair and then refresh my style with a blow dryer (sometimes followed by a curling iron). I'd just suggest using it sparingly so it doesn't weight down your hair.

For best results Spray on wet or dry?

Either! Just one reason I love this product! I prefer to mostly air dry my hair but sometimes I'm in a hurry, so I use it wet on just washed hair. For the curling iron, you need to use it on dry hair.

I have fine hair will this weigh it down if I spray it on wet/damp hair?

I do not think so. At least as long as you do not spray too much on, it should be fine. It seems like a pretty lightweight product!
