Probably, it could be used for undergraduate level courses. It lacks of specific and operative approaches and methods. Some topics are discussed but not well explained in terms of "how to" realize them. GIS techniques and methods are poorly discussed, this is not good for an ESRI book. In general, it highlights the overall weakness of GI planning in the US, especially in recent times.
