Is this the same as the green level serum just without fragrance?

It’s actually better! The Ceramides and niacinamide are actually higher on the ingredients list but yeah they’re essentially the same

Can this be used with a Vitamin C serum?

Yes there is no issue with using this with vitamin C. It doesn't have any other "actives" in it aside from niacinamide with is fine to use with everything. Use the Vitamin C first, then this after due to it c being pH sensitive you want it on your skin earliest so it is not diluted before being absorbed.
