Q: I got it with a 12v led strip but it only delivers 8v if i measure the voltage right on the strip. i measured a 2a pull on 12v of the leds separately.

If you put a dimmer at input of LED driver, the dimmer will reduce the 12V voltage for dimming function, So you measured the 8v that is normal, it is means the LED driver started the dimming functional,

Q: Will this work to power a ring video doorbell

If the doorbell is working with 12V DC, then this power supply is ok for use, You need the doorbell spec, to see it is working with 12V DC or 18V AC, If it is required 18V AC, 15V AC etc, this power supply will not suitable for it, This dimmable LED driver is mainly for 12V LED Strip Light, cabinet light,

Dear Customer, This dimmable LED driver 12 Volt DC is mainly use for 12V DC LED strip light, LED cabinet light, LED module, For MR16 LED bulb, perhaps it is not working with this dimmable LED drivers, Because the MR16 LED bulb has an custant current LED bulb inside the bulb, and that LED driver is not dimmable, In other words, 99% MR16 LED bulb is not dimmable,
