I don't know the answer but I do know you can buy pH strips to test it yourself. You can get them on Amazon, they look pretty cheap.

Is this tested on animals

L’Oreal, Garnier’s parent company, tests on animals. That being said, Garnier itself is cruelty free and Leaping Bunny certified (Leaping Bunny being one of the most reputable cruelty free certifications out there). Some people still won’t buy it due to the ties to L’Oreal, but I consider it cruelty free

After using this product to remove your makeup, can you use a face cleanser right after?

I do. I feel nothing could really remove all makeup without double cleansing.

how does this compare to the simple micellar water?

This is as simple micellar water as you can get, I think. It's a good cleanser, but it won't remove makeup that good.

Gave me burns

This product gave me burns around my eyes that resulted in excruciating pain, puffiness and redness for days. This product is an absolute scam and will destroy your skin with a single use. Not to mention that despite what the packaging says this product should not be used as a make up remover and most definitely needs to be rinsed off.
