Does this case have a built in screen protector?

It does not and I believe the manufacturer states that somewhere. It really is just the outer/surrounding case. I do like it for what it is but I did just go to a major retailer and got a separate screen protector and had it applied. Get tempered glass.

Does the clear case turn brow with time and use?

I haven't had my two cases turn brown over time and with normal usage. I suppose it could depend upon the conditions to which you expose the case...like exposing it to sunlight and such. My phone (so obviously, the case) stays either in my pocket or on a night stand and I regularly clean them with lens wipes. Now, I will say that the cases do get scratched up quite a bit, but that's the whole point. The case gets worn and scratched but not the phone.
