Works as designed
It works to twist the balance springs on a tilt window. The slot is the correct size, it fit the pins snugly and allow you to attach the spring end to the cam block. I have one window done, three more to do.

Not much to it, but works well for what it’s intended. Would be hard to set the window balances without it.
