Do I have to fill the bags?

Yes you do I bought a bag of sand.

Is the 20-25 lbs for the set of 4? Or each bag?

I was able to fill in about 80 lbs play sand in all 4 bags. That is about 20 lbs in each bag (both compartments).

Could I simply fill each bag with water instead of sand?

Yes, you can fill them with water in ziplock bags or water bottles. That is why the picture shows them being held with water.

will these weights work on a Travertine patio floor without being nailed down

Yes, I have never nailed them down. I bought them specifically so I wouldn't have to put anything into the ground
