It goes from 20-21 mb/s and sometimes drops to 10-11 mb/s on the same file. It even dropped into the kbs at one point. Is that normal?

That will depend on what usb port you are in, and if another device is on the same hub pulling the speed down. Also check what anti-virus program you are using. Finally there is a Microsoft utility to check your usb ports look it up on Microsoft web site and it will answer some of those questions.

The title and description say usb 3.0; however, the drive pictured says usb 3.1. Is this really 3.1 compliant?

I didn't see usb 3.1 mentioned on the page. There would be no point in being a 3.1 drive as 3.1 is mostly for power delivery. There is also a speed increase involved, but I doubt any thumb drive is fast enough to make use of it.
