No, unfortunately it does not come with a stand. Yes it does have to be higher than the ironing board. I must warn you if you are considering buying one all the instructions come in Chinese.

Is the water hose plastic?

Yes and it's not heat resistant. So if it's too close to the base of the iron it will melt.
