What does it mean if hooks are inline ????

For the most part, either style is good. Some people tend to prefer one or the other, but I suspect it's due to the type we started with. If you work with a very tight tension, inline hooks can be easier to work with. The pointed head, and deeper hook are easier for pushing between tight stitches and grabbing yarn.

Does this set come with all the sizes a beginner would need?

Yes, there is no F hook but this set does include the rare 7 hook which comes between the G hook and the H hook. This set also includes a surprise inside, there is a tool pouch attached to keep scissors, stitch markers, cable pins, tapestry needle and more, all included in a nice hard cover zipper case. There are no steel hooks in this set, the smaller ones to make lace and doilies. This set has everything a beginner could want...except yarn.
