Will this work on downward opening writing surface on a desk?

Yup, that’s exactly what I’ve used it for. I refurbished an old secretary desk. A word of caution though, I had to troubleshoot the placement of the screws just because of the way the desk lid shut at an angle. It means that you’ll probably make a couple extra holes to figure it out. Nothing you can’t fix with paint and wood filler.

Does it have to open the full 90 degrees? Is there a setting to tell where to stop?

There is a set screw to allow some adjustment of the stop, but it’s just for fine tuning. It is meant to open the full 90 degrees, you can’t stop half way or such.

Will it keep the cabinet door closed when it's in the upward position?

Yes, it could keep the cabinet door closed in the upward position.

Hey, at least your purchase of this item worked ... as mine did not work whatsoever and had to be returned! I was not a happy camper. I needed the hinge for a small (18" high x 24" wide X 18" deep) drop down desk I made and installed within my safe. After the failure of the above product, I was leery of purchasing another such arm ... so I went back to basics and purchased a Danco 80039 Stopper Bead chain (15"). It is installed on the side of my drop down desk and does not show until you drop the desk down. Nobody sees it until such time ... and then it's only me. It also freed up using any internal desk space. Thus, this was a win-win situation for me. If, however, your little drop down desk is highly visible to all, you may want to consider another option of than the solution to my situation. Good luck.
