how does this drain? there is only the one picture and it looks like it just collects the water in the basin.

You attach a drain line to the bottom. In the center of the inside of the bowl is a hole the water drains thru so you'll need to attach a drain line. Mine is working great.

does it make the water cool as well?

No it hooks up to a water line like a hose etc so the temp of the water will be determined by where it is hooked up to
