Wheel size does not matter if you have a flat carrier over the rear wheel it will fit

.It depends on your ebike. Mine has a rear carrier rack which also holds the battery. The pannier bags fit over the rack and are secured to the carrier frame. if your ebike doesn't have a rear carrier you have nothing to support or secure the bags to.

Would these pannier bags be a good fit for Dahon D8 Mariner (20" wheels)?

They are only about 12" deep. From front to back is about 13.5 and the width between the bags (i.e. the width on the rack) is 5". It will depend where your rack sits in relation to your wheel centre and pedals but I think they should be fine. I have them on a bike with 26" wheels and they are still about 18" off the ground.
