Thanks!** A: Unfortunately, you cannot ensure an even character count. They come in a pre-packed box and all characters are random. I ended up going out and looking for additional characters (this meant driving 3 hours away to a party type store!) to make it even. I do know that the PEZ store online sells these, too, and if you are lacking or need certain characters you can try them out!
