Do you put the little solar wings inside or leave out below the base

You put the wings and the whole unit inside the globe. The wings extend inside the globe like the picture shows. You will need a cap to hold the light up inside. My cap wouldn't stay on so I cut a piece of packing foam to hold it inside. So far so good.One thing you need to understand is the light will need a AAA rechargeable battery.

What is the diameter and length of the insert.

The part that goes into the globe is ~1" across. The total length is ~5", but once it is inserted into the globe the panels deploy to the sides.

Does this light in color or just white?

Mine are multi colored and it lights up great...... But maybe try lighting yours with a flashlight before ordering ....

It does not say on the packaging that it is. They are designed to be inside a gazing ball so I doubt they are waterproof.
