Should have expected it from the age of the product but even then the odds printed on the packs were 13 common, 4 uncommon, 1 rare/epic, these being per pack. In the whole box I got about 3 rares, 3 loot paintbombs, a bunch more regular paint bombs, maybe a handful of uncommon cards. Definitely not the 4 per pack. Good if you want bulk, sure but I would have enjoyed it more if there was a variety to actually play the game aside from nothing but commons. Even the commons felt slightly skewed.
