Is the wheelchair cover washable?

It wont hold up, its poorly made. It feels like it was made of Styrofoam pebbles

Do you have to remove cushion to fold the wheelchair?

It has ties & should fold but it runs small & barely fit a 16 inch wheelchair. It did not fit the "Drive Medical" transport chair bought at the store in the pharmacy that are sold off the shelf.
