No, Basil doesn't rotate on any of the versions of this model.

Is the lume actually readable at night?

In my earlier answer I meant, yes, if there's not too much ambient light competing with the lume, which is only on the hour & minute hands by the way. But I find that this is all you need. You don't actually need the hour indices on the perimeter of the dial to be lumed. Considering the modest price of this model, you can't expect it to be very long-lasting or bright. I have a much more expensive Seiko automatic that has no lume at all, which annoys me, but the watch is so beautiful I can't put it aside.

How long does the battery last?

It's not a 10-year battery because if it were it would be stated in the spec sheet. I've had mine for about 5 years and all is good so far. This watch looks way more expensive than it is. I recommend it.
