Does this come with instructions on how to use it properly?

no, I use it to work my ankle, if you’re going to stand on it you will need a no—slip gripper for underneath the board. The rockers are wooden and suseptable to slipping on carpet, wood or linoleum

how do you attach the resistance band? ("More Challenge" version)

Uh.....the resistance band does not attach to the board, if that's what you're thinking. You either lie on your back or your stomach, slip it on your feet and stretch with it. You use the board separately to strengthen your balance and tone leg muscles.

Do these work with the phone games that come with other balance boards?

As long as the other boards don’t have electronics of their own and uses the sensors of the phone/tablet it should work just fine.
