Can the zips be cut to size?

Yes the zips can be cut to size. I cut mine to size after sewing into whatever I am making.

Are they size 4.5 or are they size 3?

Width is approx 3" if that is what you are asking.

Can they be separated

NO, these are "fixed end" zips and not made to be separated. These are not like coat/jacket zips where the ends of the zip is designed to come apart. I have used mine to make pencil cases and small project bags for gifts this christmas.

Do you do a 12in zipper?

Come individually not separated as on continuing xip
