The sequins are the small size and it just shimmers beautifully. The waist is elastic so that it can give a little either way, but perfect for my granddaughter's 24" waist. She is short and so we always expect to hem anything for her, but you would not have to if you want the skirt/tail portion to pounce and push up from the floor. It would get dirty, touching the floor or sidewalk. But the costume can accommodate a number of heights for the size small. The tail portion has a soft, fluid lining fabric with a netting fabric over it. I have made and purchased many costumes.
