Are these actually high waisted? Or below belly button ?

I am short waisted and 5’5’’ , 155lbs. The medium lands about an 1.5 inches above my bellybutton.

Do I need to size up?

If you have a bigger bottom or thick thighs definitely size up, I’m 5’4 135 lbs I bought a size medium but these are way too tight on me.
