With proper software could this be used as a controller for my submarine?

It worked on mine. However, you have to program the submarine to respond to particular alarm beeps from the DBC32-1A.

Is it possible to change the band on the watch?

Yes. That's the first thing I did after checking out the operating functions. I took the expanding metal watch band off the old watch and put it on the new one. This is the third Data Bank watch I've used the band on.

Does this have a countdown timer by seconds?

None but you can make one for minute "countdown" using the alarms.

It's not waterproof, not even "water resistant," because if it was, Casio would be sure to mention it with a NASCAR-style banner somewhere on the watch, or at least in the documentation (usually depicted with "WR" or "WATER RESISTANT" lingo).
