The outer ring is inflated with air and the middle gets filled with water to whatever level you prefer.My 6 months old son has a great time. The colours of the water mat and the movements of the floating toys are fascinating him.Filling it with water for the first time is a bit messy, because when you push down the plug water comes out, but after it's closed it doesn't leak.
