Can you charge these at .6amp?

Yes, you can charge these at .6 amps, however, I would stay as close to manufacturers suggestion as possible, slower charge is always better.

What should these be charged to? Battery says 4.35v.

You need a charger that can charge hv which is 4.35 volts if not you can just charge to 4.20v tbh though there are better lipos out there and ph2.0 isn't great switch to bt2.0 connectors.

Will this fit the emax tiny hawk 2.5 inch quad?

If you're referring to the Freestyle yes it will because it's a top mount position and you should be able to get the strap around them.
