Are these absorbent? Can I wear these in a dress shoe without my feet staying damp all day?

The fabric cover is absorbent, but do this also for ANY shoe: sprinkle foot powder in toe area before you put on shoe. You could renew the powder midday. Really makes a difference for all shoe types!

Looks like the pic for the 3/4. The full length for sizes below are long n round. Please clarify. Do i have to cut it?

I didn't have to cut my full size insoles from Spenco.

Will these insoles help with my painful plantar fasciitis? Or would you recommend another insole? I have a medium arch and a very slight supination.

YES it cured my plantar for good. I would always get plantar after a certain amount of miles in new running shoes so I would buy new pairs of shoes every couple months. Since buying spenco orthotic I haven't had to change shoes due to heel pain. Been wearing them for about two years with no pain.

How long do they last?

I'd say, as long as the neoprene toe area lasts. The Spenco hard rubber arch support area seems to stay firm for at least 2-3 years? Depends on your sensitivity to the loss of arch curvature over time, but I'd say they're better than plain reinforced foam stuff.
