No, Concrete Sealer is for unpainted concrete. You will want to use Rainguard Paint Sealer unless it will be driven on, then you will want to use Rainguard Garage Floor Sealer.

You will want to wait approx. 8 hours at 75 degrees F.

Can you use this on wood?

Concrete Sealer is for concrete surfaces. You can use Rainguard Wood Sealer on unpainted wood, or Rainguard Paint Sealer on painted wood.

Does it dry soft like rubber or hard like cement?

Neither. Concrete Sealer is a penetrating water repellent, meaning it is absorbed by the surface. This protects the surface by not allowing water to be absorbed by the concrete and causing damage. It leaves no film when dry and does not change the surface texture in any way.
