Are these expected to have an odor, or is that an unusual occurrence?

These are basic, heavy polyethylene trash bags intended to have enough strength to never rip or tear in use. When the box is opened or the bags newly unfolded, there will be a prominent and characteristic polyethylene odor, but that dissipates rapidly once the bag is in use and exposed to ordinary air flow. Household trash bag brands are far lighter in weight and strength, and most use odor-controlling techniques ranging from dusting the bags with baking soda derivatives to integrating odor control properties at the molecular level. Although primarily done to control trash smells for their consumer market customers, a new Hefty or Glad trash bag won't have the plastic or polyethylene smell you'll notice when first unfolding one these untreated bags. You'd also notice these are heavy, extremely tough, and practically impossible to break or tear, and that's the reason to buy them. I use strong nylon zip ties (https://www.amazon.com/gp/product/B00VGYZRWK/ref=oh_aui_search_detailpage?ie=UTF8&psc=1) to securely close them because they don't have built-in drawstrings.

Is this the proper size bags for the Rubbermaid Brute 44 ?

Maybe not.  These are 42 gallon and the Brute is 44.  Look for the 55 gallon trash sacks.
