Can you put these in water with a floating candle and make it a centerpiece?

I think it can definitely be put in water as a centerpiece. You may need something to get it to stay down but I believe it will definitely work. These are beautiful!

Can these be left outdoors permanently?

I'm not sure they would withstand the elements for an extended period of time. The blossoms are a thin, light weight fabric and aren't permanently affixed to the plastic centers or stems. Perhaps if you were to spray them with 5-6 coats of matte mod podge sealant it could extend the durability for a short length of time?

My order didn’t come with stems. Are they supposed to?

They just come with a very short stem so that they fit on top of a vase. It’s not along stem. But it worked for what I needed.

The centerpiece is flat, can it be use or will stick on it?

I’m not sure I can help, but there is just that little piece of plastic on the bottom of the bloom where you would put the stem on for a vase. U could stick that little piece in the styrofoam. I just used the blooms and made it look like garland along the edge of my fireplace. So the could lay flat if need be.
