You need to use the highest level of weed paper under it - level 5. Since it doesn't degrade over the year, it does block the weeds better over time.

The best way to clean it is a light leaf blow from a short distance away. That should do the trick.

Does the rubbery smell go away?

Sure, the rubber smell will fade within 1-2 days after laying it down if there is a smell in the first place.
