Can the temp be lowered and does it have a refill connection for the freon?

the temp is adjustable within a range based on the type of thermostat installed. don't recall if there was a service port for Freon, typically there is not as epa regulations govern Freon sales and handling. However, there is a clamp on piercing valve available that can be placed on the line set as a service tap.
