Can I install it outdoor?

I don't see a reason you cannot install it outside. If it is for an outdoor kitchen sink I would recommend that it has a roof or cover of some sort while you are not using it.

Is the dimentions of the bowl of the sink 15x15 inside to inside? or does the 15x15 account for the flange?

The flange dimensions are 15"x15". The bowl is approx. 10"x12".

Good quality but drain/ strainer is not included

This sink is the perfect size for a wet bar and the price is not too bad. I am giving just 4 stars because the sink does not come with the strainer drain part as shown in the display picture. You have to buy this part separately. The Keeney 878PC Bar Sink Strainer, Stainless Steel fits perfectly and looks great with this sink.
