Is the RCA output variable with the volume control?

i honestly couldnt say ,i believe i did try therca output ;but may have been doing something wrong ,i was a bit bemused by the fact that with the teslink connection i could not get sound thro the rca connection.but could have been my equipment.or lack of knowledge.k.regards w.s

No, not directly. A bluetooth transmitter box would be needed for that - in which case you may not need this box at all. Such boxes often allow optical audio input, and so remove the need for this box if all you wants is that bluetooth transmission function.

If your wireless headphones are themselves Bluetooth then cut out the middle man of the Proster and connect to the source via Bluetooth directly!! If they are non Bluetooth wireless then the output of the PROSTER, either the 3.5mm headphone socket or the phono pair, would provide a signal. I believe you could still onward Bluetooth as you ask as Bluetooth pairing is between pairs of devices and for example, two people could be sat listening to music off their iPhones next to each other.

my nabour keeps connecting to it, how do I disable it?

You could stand a metal tin up on end, place unit inside room, open to the direction you are using it from, the metal should reduce their ability to connect from behind
