I don’t think it goes that deep through our skin to go into our bloodstream. If you are looking for internal collagen then you want to take collagen orally

Can I use this on my face before sunscreen?

Yes but are sure to let it dry first. Using both I assume the two will mix and somewhat thin out a little on the skin but you should be good. Experiment time.
