yes, this seems to be 100% waterproof. It's been keeping my bike dry during the fall and winter months no problem. Good cover, company and price. Go for it.

Will this cover a 06 harley sportster 1200xl custom with tall sissy bar?

I would measure the top of the sissy bar to the ground. I have an 07 VStar Classic w/passenger seat - mid-back sissybar. The cover touches the ground with about an inch extra all around. I have a windshield too. Not sure how high your handle bars are, but the cover could be turned around since it is longer in the front. Hope this helps.

is it breathable fabric?

I live in Arizona so I’m not sure how breathable it is it doesn’t have any type of breathing holes
