It is a finished gloss black, same exact color as my OEM paint.

Does this come with the required fasteners and screws so I don't need anything else?

Perfect it.

I got this tow cover for my 2013 Jeep srt8, it fitted perfectly. The only issue was that there was no hardware in the package. So be prepare to also purchase the hardware. I had to run to the deal and got the proper hardware, of which was 2 screw like things. But I all I am happy with the purchase.
